A couple of seconds later: the pedestrian in dark jacket has crossed the street and is jaywalking toward the camera at the left of the picture. it appears that he chose to cross farther from the intersection to have more time to react to turning vehicles. The pedestrian in the white coat has turned left toward the raised barrier as traffic approaches. The barrier does not extend out to the location at which pedestrians cross; that would be necessary to allow right turns if the left-right street were two-way, as it may once have been. There is no crosswalk at the right side of the intersection, but a pedestrian typically will cross directly rather than to go around three sides of an intersection. .
