"I just noticed another problem: see that sign above the near bike signal? It says, "Turning vehicles - Yield to Peds". But vehicles may only turn on the left arrow, and the MUTCD does not allow any movements, including ped phases, to conflict with a turn arrow. So vehicles turning left on a green or yellow arrow DO have the right of way over peds crossing on a solid hand signal."
